CBA Contract: Dues Deduction and Fair Share Fees

In accordance with the CBA, United Academics (the “Union”) notified the University that the dues rate for dues-paying members of the Union is 1.1 percent of monthly salary.   The Union has authorized the University to deduct these dues on a monthly basis from the paycheck of Union members.

The University is in the process of entering the Union-provided list of dues-paying Union members into the University payroll system. Once the list is in the system and the total amount of deductions has been determined, the list and dues deductions will be certified by the Union’s Treasurer.  We expect the first dues deductions retroactive to the ratification date of the CBA to be included in the November 30, 2103 payroll.

Under Oregon law, employees who are represented by a union but are not dues-paying members of the union are required to pay “fair share” fees. In accordance with the CBA, the Union notified the University that the “fair share” fee rate is 1.1 percent of monthly salary.  Employees in the bargaining unit who have paid fair share fees have the right to request in writing a copy of the Union’s policies and procedures regarding fair share fees, including information on possible rebates in accordance with the law. The University will be deducting the fair share fees on a monthly basis from the paychecks of all employees in the Union’s bargaining unit who are not dues-paying members of the Union. As with the union dues, the Union’s Treasurer will certify the amount of fair share fees to be deducted in lieu of dues. Fair share fees retroactive to the ratification date of the CBA are expected to be included in the November 30, 2013 payroll.
